Dr. Chang is a professor of Department of Civil Engineering and director of Advanced Public Transport Research Center in National Taiwan University. He is also a visiting professor in the China Academy of Transport Sciences, Ministry of Transport, China. He is Vice President of ITS Taiwan and member of Board of Directors for both ITS World Congress and the Asia Pacific Forum. He is also BoD member for East Asia Society for Transport Studies (EASTS).

Dedicating to sustainable transport development for more than 25 years, Prof. Chang continues leading his research team and int’l partners working to change our cities toward sustainable mobility in Taiwan, India, China and other countries around the world. His research areas include active mobility, public transport, transport economics and intelligent transport.

Prof. Chang has been invited as an advisor for Taipei City Government for 20 years. Since 1999, He has also been invited as advisors on sustainable urban and transport development for many international NGOs, the World Bank and various ministries as well as city governments. Prof. Chang’s smart and green mobility theory “BBMW: Integration of Bike, Bus, Metro, and Walk” has been recognized as one of his contributions to international society.
