RACHEL R. HABANA is an Economist by profession and a Senior Science Research Specialist of the Energy Utilities Systems Technology Development Division of the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) of the Department of Science and Technology (DOST. The PCIEERD-DOST is one of the sectoral planning council of DOST that sets national S&T direction on energy, transport and industry. Furthermore, Ms. Habana has is exposed on the R&D in energy development/ management and in the transport sector for six (6) years. Prior to joining the DOST, she worked as a University Research Associate of the Department of Agricultural Economics, UP Los Baños, Laguna and Manpower Development Officer of the University of Makati where she specializes on field work surveys, data processing & analysis, and preparation of R&D reports. To date, she is one of the key technical staff of the PCIEERD-DOST responsible for the establishment of the national S&T roadmap for the land transport sector, sea/water transport. These served as a working document, which eventually resulted to a more concrete R&D agenda for the Land Transport Sector and Sea/Water Transport. As a result, nine (9) significant R&D projects have been submitted and funded by the Council, which includes mass transport system, intelligent transport system and automotive testing facilities.

In addition, she is also keen on statistical economic and labor policy analysis, which led to her active participation in different PCIEERD Committee involved in process improvement and operational planning.
